Promote Copyright Trade and Cooperative Publishing to reduce Chinese deficit in cultural trade |

Compared with the rapid rise of the economy, today the cultural deficit of China is not commensurate with its status as a great big country having 5,000 years of splendid dazzling history. The book trade deficit was 10 to 1 in the past 10 years, the deficit of the book trade between China and Europe and the United States was than 100.
Statistics show that: China imported copyrights of 4068 books from the United States and outputted 14 titles to the United States in 2004. China imported 2030 titles of books from the United Kingdom and exported 16 books. China imported 694 kinds of books from Japan and output 22 book. In 2005, the ratio of copyright import and export between China and U.S. was 1000/6. Meanwhile, the exported books were mainly books about traditional Chinese culture and Chinese language, and they mainly focused on the market of Chinese-speaking readers.
"The world needs Chinese culture, but there is not enough Chinese culture to export." A Chinese news official analyzed. Because of the small-scale of production of foreign-language books in China, the lack of suitable book products for international market and the lack of the policy support and other reasons, the exported books hardly reach and influence the western mainstream society.
This situation got better in 2004 the Sino-French Cultural Year. In March 2004, 70 kinds of Chinese books aided by China and translated by France publishers France were welcomed in the Salon du Livre de Paris. In just six days, about one-third of these books has been sold out and entered the main sales channels of France. Learn from the French model, the program of "China book international" was launched in the second half of 2004. This program provided financial aid for translating, encouraged publishers and publishing agencies to translating and publishing Chinese books, and delivered Chinese books to the foreign library as gifts.
The Chinese government's positive attitude got good reactions. In 2005, China signed contracts of 179 books over three million CNY with publishers in Britain, France, Japan, the United States, Australia, Singapore and other countries. Till the end of last year, 102 books have been published, and there are more than 100 subsidized projects in progress.
In 2006, the "China book international" program subsidized both domestic publishers and foreign publishers for translating Chinese books into foreign language. The first China international copyright trade cooperation association was establishing a platform for international communication and cooperation in the publishing industry, and will become the first permanent national copyright trading platform in China.
On the opening ceremony in 12 April, Copyright Agency of China (CAC) and Russia's biggest publishing houses Phoenix Publishing House signed the contract which was the largest transaction in the history of copyright trade between China and Russia. Phoenix Publishing House imported the copyright of 75 books. This is the largest export of copyright in China and also the biggest achievement since the launch of "China book international" program.
Wu Wei, deputy director of the State Council Information Office, said that the book trade is the in the primary stage of the "going out" strategy, the copyright trade and cooperation should be the priority of this strategy, and transnational investment, takeovers, bookstore and publishing House mergers will be the further stage of this strategy. China will promote copyright cooperation and trade and enter the global publishing network.
