The appraisal and selection of the Cafe Short Stories Award is held annually, with prize of RMB 20,000. Every year, a short story with the most distinct literary meaning will be chosen from journals and magazines published and distributed in the previous year. The appraisal and selection committee, comprised of editors, critics and literary readers, will select ten stories as candidate works by means of recommendation. The final winning work is decided by secret ballot. Quan Ling, founder of the award said, the award is specially designed for short story. "The award focuses on the literature at its heart, which is the upper-reach areas of human spiritual activities." She stressed, "As for the short story, the most sensitive genre which is of wind vane meaning for literary world, we choose works of excellence with milestone value, and the choice of works can indicate literary standard in rather pure sense, to resist the utilitarianist erosion on writers' value and aesthetic principles in the transitional period of society." Chi Zijian, winner of this year's award, is one of the most influential contemporary writers in China. The work Thawing was published on First Issue of Writer magazine in 2009.
