Speech on "2010 Beijing International Publishing Forum"

Ladies, gentlemen and friends,

Good morning!

It is an event of great significance that the friends in the publishing circle from all over the world get together in Beijing again in this autumn, to participate in the "Beijing International Publishing Forum 2010", rubbing elbows and communicating deeply with each other, and discussing cooperation. On behalf of the Information Office of the State Council, I’d like to express warm welcome and sincere regards to all the guests presenting at the "Beijing International Publishing Forum 2010".

While the Expo 2010 Shanghai, which catches the world's attention, is attracting visitors from all around the globe, the 7th Beijing International Publishing Forum and 17th Beijing International Book Fair welcome the friends in the publishing circle and book lovers from all over the world, which fully demonstrates that "global cooperation" and "Chinese market" are the common concerns of the international community nowadays. The theme of the Forum, "Global Publishing Cooperation and Chinese Market Opportunity" is the concrete embodiment of such concerns in the publishing circle and the topic of mutual interest.

Under the growing globalization, requirements of global publishing cooperation become higher and higher, due to own development and environment of the publishing industry, and especially since the financial crisis, calling for enhancing global cooperation in the publishing filed has been rising, same in other fields. As we are in the times of multi-culture coexistence, co-prosperity, exchange and blend, global publishing cooperation can facilitate popularity of cultural knowledge, cultural exchange and blend, enhance mutual understanding of people all over the world, and accelerate construction of a harmonious world. In face of economic globalization and especially impact of the financial crisis, on the economic side, global publishing cooperation can facilitate optimization of publishing resources allocation, complement each other's advantages, popularize advanced publishing technology, advanced publishing ideas and advanced management experience, and raise publishing productivity, drive increase in total global publishing quantity, and expand the world publishing market and make contribute to global economic recovery and growth.

It is noteworthy that, as a developing country of rapid growth in recent years and with a 5000-year continuous history of civilization, the demands of China to learn the world and of the world to learn China are increasingly urgent. The Chinese market becomes more and more important in the global market. According to the statistics, China's GDP in the first quarter of the year reaches RMB 8057.7 billion Yuan, in terms of comparable prices, growing by 11.9% on a year-on-year basis and higher by 5.7% than that in the same period of the previous year. The actual GDP growth in the first quarter is 2.7% in US, 0.8% in Eurozone, 0.8% in Japan, however, driven by China's robust economic recovery, economy in the Asia-Pacific Region was basically returned to rapid growth, and economic growth rate of South Korea, Hong Kong (China), India reaches 8.1%, 8.2% and 8.6% respectively, and double-digit growth is realized in some economic entities, like Malaysia, Thailand and Singapore. In 2009, the gross output of the whole press and publishing industry in China is RMB 1066.89 billion Yuan and the increase is RMB 309.97 billion Yuan; the gross output of the digital publishing is RMB 79.94 billion Yuan and the increase is RMB 23.46 billion Yuan; the total volume of tangible import and export is US$ 345,311,600; number of copyright business reaches 17998. These figures show that Chinese economy keeps rapid growth and is an important driving force of global economic recovery, and rapid development of the publishing industry in China provides an important opportunity to develop the Chinese market through global publishing cooperation.

The market opportunities in China shall at least include: the reader market in China, author resources in China, Chinese subject content resources and function of cooperation partner of publishing agencies in China, etc. It is worthy of special mention that the Chinese government attaches great importance to and actively promotes global publishing cooperation, which brings about more and bigger market opportunities in China. The Information Office of the State Council of China emphasized repeatedly at the Beijing International Publishing Forum 2008 and 2009 that cooperation of the global publishing circle shall be strengthened, and launched two national projects to support global publishing cooperation in 2006 and 2009 respectively, i.e. the “Chinese Book Promotion Plan” and “Translation and Publication Project of Chinese Cultural Literatures", and up to the end of 2009, 1350 cooperative projects of 246 publishing agencies in 46 countries were sponsored in the "Chinese Book Promotion Plan", which involves 1910 books in 26 versions. Ten cooperative projects of the international well-known publishing agencies, like Cambridge University Press, Springer-Verlag, etc., were sponsored in the year when the "Translation and Publication Project of Chinese Cultural Literatures" was launched. In addition, the China Book International was built and the English magazine of CHINA BOOK INTERNATIONAL was published, to introduce status of the publishing industry and books in China to foreign countries; the senior officials of some famous Chinese publishing agencies were organized to visit the South America and Eastern Europe; the international well-known publishers were engaged as consultants and invited to discuss informally with the publishing agencies in China. These measures efficiently promoted cooperation between the publishing circles in China and foreign countries, and with the desire of cooperation among the publishing agencies in China and abroad becoming increasingly strong, more cooperative projects were carried out more deeply in the more diversified modes and wider areas of cooperation.

Ladies, gentlemen and dear friends,

Along with development of China, as the Chinese market becomes more and more important in the global market, the Chinese publishing market will play a more and more important role in the global publishing market, and the Chinese government will continuously intensify support to global publishing cooperation. I’d like to propose the following suggestions on development of Chinese market through enhancing cooperation in the global publishing circle:

I. Great importance shall be attached to the global publishing cooperation and market development in China. In the times of globalization, especially in face of impact of the financial crisis and new media technology, as well as the more and more important Chinese factor, the global publishing circle needs to be united and enhance cooperation, considering the Chinese market as the new economic growth point, intensifying efforts in developing the Chinese market in the global publishing cooperation, paying more attention to global cooperation in market development in China. Therefore, it is suggested that governments around the world should increase the support strength to global publishing cooperation in policies and capital, further open the market, set up the cooperation platform, enhance copyright protection, simplify all the management and approval procedures, to create a comfortable environment and provide powerful support to global publishing cooperation. All sectors shall support and serve global publishing cooperation in their own domain. All publishing agencies shall give profound attention to global publishing cooperation, seize the market opportunities in China, strengthen market development in China, actively increase cooperative projects, expand areas of cooperation and make innovation on cooperation mode, to make the projects in China to be their own new economic growth point.

II. Respective advantages shall be given full play to and mutual benefit and win-win cooperation shall be realized. As I mentioned above, the Chinese market is broad, and the publishing resources, like content resources and author resources, are very rich. The foreign well-known publishing agencies are advantageous in capital, management, human resources, technology, market development and trade network. It is suggested that the Chinese and foreign publishing agencies should bring into full play respective advantages, and not only the tangible trade and copyright trade, but also the project of joint planning, joint venture, joint adventure and joint benefit, should be carried out, and even capital cooperation and strategic cooperation should be implemented on the basis of project cooperation and cooperation in varied fields, and development of the publishing industry should be driven through all-round cooperation in multi-field and multi-mode."Cooperation, win-win and development" shall be realized.

III. More efforts shall be made to make innovation and industrial competitiveness shall be upgraded. According to the statistics, the aggregate value of listed stock of Amazon is US$54.1 billion and that of B&N, the largest chain bookstore in US, is US$ 900 million. The net profit of Google in the first quarter is US$ 1.95 billion, while that of the New York Times in the first quarter is only US$ 10 million. The actual business turnover of the e-book market in US rises by 180% in 2009 on a year-on-year basis. This is the power of technology. Therefore, new technology shall be relied on and adopted actively in global publishing cooperation, technology and culture integration shall be strengthened, innovation in publishing mode shall be promoted, to realize more convenient and fast cultural transmission and provide more attractive culture content. The development trends of digitization, networking and integration shall be taken into consideration, content innovation shall be made continuously, cultural resources shall be explored, content resources shall be developed repeatedly, products in varied forms, like books, film & TV products and digital products, shall be developed vigorously, cultural industry chain shall be extended and the influential and competitive cultural products shall be built, to gain a larger share of the market. The cooperative mechanism shall be innovated, complementary advantages, mutual benefit and win-win result shall be realized in varied fields, like the copyright trade, tangible trade, publication in cooperation, cultural service trade, cultural facilities manufacturing and trade, content innovation of cultural products and capital cooperation. The industrial competitiveness shall be improved continuously through sustaining innovation.

Ladies, gentlemen and friends,

In today's world, attention shall and must be paid to the Chinese market in global publishing cooperation and the Chinese market needs and welcome global publishing cooperation. Let us joint hands, jointly promote global publishing cooperation and make joint efforts in developing the Chinese market, to make contribution to promoting cultural exchange and integration, building a harmonious world and accelerating the industrial development and global economic recovery.
